The existence of universities in Telangana is deteriorating. The universities are being down with negligence of government. Universities are suffered with a lack of funding. An amount of Rs 420.85 crore has been allocated for the development of universities in the 2017-18 budget. Those funds are limited to paper. Between April 1 and May 2017 and 2017, there were 141.26 (33.57 per cent) of funding for 11 months. 279.59 (66.43%) of the allocated funds is yet to be released. There are allegations that the government's elite government has not allocated attention to the release of Rs 420 crore for the development of universities. There are suspicions that the funds released in 11 months will cost Rs 279 crore a month. Half of the allotted funds do not seem to be lost.  delays of funding is the main reason of delays of giving university salary. The staff who work in the universities will receive one or two monthly salaries. But since the state government did not release funds, the staff of the university will receive January salary on February 8. Universities are being funded by infrastructure, labs modernization, classrooms, hostels repair work and new jobs. The contractors are frowned upon by some of the tasks but they do not have timely funds. The Treasury Department is paying free of charge while issuing Budget Release Order (BRO) for Universities. The development of the university has been undermined.

The government allocated Rs 420.85 crore to the universities. Among them, the borrowing of Rs. 171.74 (40.81 per cent). The bows are yet to be released for Rs.249.11 crores. Only Rs 141.26 crore has been issued to the bureaucrats. The state government has allocated Rs 200 crore during the Osmania University (OUI) Centennial celebrations. Officials are hopeful that funds will be allocated in the budget of the Technical Universities. Leaders of faculty and student unions want to release funds allocated to other general universities in a timely manner and collaborate with development.
